Dr. Kushner graduated from the Faculty of Medicine at University of Western Ontario in London. In his graduating year, he received the Lange Award for general proficiency in medicine. Following post graduate training at St. Michael's Hospital in Toronto, he then entered private general/family practice in Etobicoke, Ontario where he continues to practice family medicine.
In 1994 Dr. Kushner became Chief of Family Practice at Humber Memorial Hospital. He remained in that position until 1997 when Humber Memorial Hospital merged with York Finch General Hospital and Northwestern General Hospital to form Humber River Regional Hospital. In 1997 he became Acting Director of Community and Emergency Services and Chief of Emergency Medicine at Humber River Regional Hospital until 1998. He again served in that role from 2003 to 2004.
In 2004, Dr. Kushner became Chief of Family Practice and Co-Physician Director of the Primary Care Program at Humber River Regional Hospital.
In 2012 Humber River Regional Hospital was renamed Humber River Hospital and in January 2013 Dr. Kushner became Chief of the Department of Family and Community Medicine.
He is Lead Physician of the Humber River Family Health Organization and the Humber River Family Health Team,
In 2011, he joined the Board of the Ontario College of Family Physicians as a Director.
